RP gets 6,000 quota from Korea EPS

The Philippine Overseas Employment Administration said the South Korean Ministry of Labor has allocated an initial quota of 6,000  for the Philippines as it implements the new employment permit system on August 2004.

Bae Han-jin, First Secretary of the Embassy of the Republic of Korea in the Philippines, in a letter to POEA,  said the quota refers to the number of workers, which will be included in the list of available workforce from the Philippines for the period August to December 2004. The allocation is for 3,500 workers in the manufacturing industry and 2,500 for the construction sector.

But according to Bae Han-jin, inclusion in the list does not guarantee an offer of employment. He added that the figure does not mean the same number of workers would be hired. The decision to hire any worker from the list for a particular job opening is the sole prerogative of the employer.

POEA Administrator Rosalinda D. Baldoz said  the 6,000 names, in addition to the  2,096 OFWs who have previously worked in Korea and have availed of its amnesty program for foreign workers, shall be submitted to the Korean labor ministry on August 2004 for selection by employers. The selection of the names to be submitted to Korea will be based on a new set of criteria formulated by POEA like length and quality of work experience and training, education, and personality and medical test results.

Baldoz said some  185,000 job seekers have registered with POEA’s manpower registry division and the regional offices since May 14 to July 13, 2004 when the quota allocation was received by POEA. All application received as of July 13, 2004 shall be considered for complying with the 6,000 initial quota. Applications received after the date shall be processed for inclusion in subsequent allocation.

Among the 185,000 registrants, 129,000 have qualified based on the initial criteria set in the memorandum of agreement with Korea like age, criminal record, education, training and work experience. The names of applicants who were not included in the manpower pool for Korea shall remain in the POEA’s manpower registry for possible selection for other job vacancies.

Baldoz said POEA will notify the 6,000 applicants by mail for their interview and medical examinations.

Baldoz added that some 35,000 of the registrant have incomplete information and documents and their names will be posted in the POEA website poea.gov.ph.
